IEC2018 Proceedings BookThe 4th International Engineering Conference on Developments in Civil and Computer Engineering Applications (IEC2018) held for the period from 26 to 27 February 2018 and organized by Tishk International University & Erbil Polytechnic University in Erbil, Kurdistan Region of Iraq. The university is accepting research and development as a mission for high quality education.
Aiming for international conference standards, the IEC2018 Program Committee enforced certain measures to guarantee the quality of accepted submissions. Such quality measures included up to date research areas (conference tracks), relevance of submissions to these areas, language and clarity, plagiarism issues and adhering to standard conference format template.
The rate of acceptance was 69% while 30 papers accepted and presented. 23 papers were in Civil Engineering and 7 papers from Computer Engineering field. 45 authors registered from Kurdistan, Iraq, Nigeria, Peru, Turkey, Australia, Portugal, Iran, and Hungary. Erbil Polytechnic and Tishk International University are grateful to all prospective presenters for their valuable contributions that will bring new perspectives on the developments in the Civil and Computer Engineering to Kurdistan Region. The contributions of the conference to Kurdistan will be as follows:
The first day of the conference was held at Erbil Polytechnic University and second day at Tishk International University. The conference started with welcome speeches by Asst. Prof. Dr. Kawa Sherwani President of Erbil Polytechnic University, Dr. Wasfi Kahwachi Vice President of Tishk International University and two keynote speeches:

We were delighted to organize the panels to hear what the technology gurus and researchers will share about the technology advancements and their impact on our society and daily lives. During the conference, two panels were held in order to advance and contribute to specific research areas in the majors of Civil Engineering and Computer Engineering.
The first panel was about the Computer Engineering titled “New Trends in IoT”, chaired by Dr. Saman Mirza Abdullah (Koya University). Other panelists were Asst. Prof. Dr. Tara Yahiya (University of Kurdistan-Hewler), and Mr. Dler Mawlud (Cisco ICT).
The second panel was about “Building Resistance to Earthquake and Strengthening Schemes” chaired by Prof. Dr. Bayan Salim ALNu’man (Civil Engineering Department, Tishk International University) and consists of the members of Prof. Dr. Ahmet Öztaş (Head of IRO, Tishk International University), Asst. Prof. Qubad Zeki (Head of Surveying and Geomatics Engineering, Tishk International University), and Asst. Prof. Dr. Srood Farooq Omar (Head of Petroleum and Mining Engineering, Tishk International University).
We were also delighted to organize a plenary session about promoting study in abroad which was presented by Prof. Dr. Henning Zeidler (Germany).
The selected accepted papers will be published in Eurasian Journal of Science and Engineering in a special issue in 2018. The journal will not charge any publication fee.

Civil Engineering Panel
Title: Building Resistance to Earthquake and Strengthening Schemes
Iraqi Kurdistan Region is located at the NE boundary of the Arabian Nobian plate, though most of the earthquakes occur at that area, their effects reach to the other parts of Iraq, as observed in the last earthquake took place on 12 November, 2017. The tectonic studies proved that the Kurdistan region is located on or close to the boundary of Arabian Nobian plate and Persian or Iranian one, the Arabian plate was subjected under the Iranian, due to convergent movement of the two plates, the movements are still going on, this proved by many evidences, among them the widening of the red sea graven, and other records done by distributed seismic station in the area.
This active movement of the plates will stress the strata beneath the surface of the earth, the reaction will occur by appearance of cracks and fault with displacements, in certain areas, causes deformations and vibrations known as earthquakes.

Computer Engineering Panel
Title: New Trends in IoT
Internet of Things (IoT) is a system of interrelated computing devices and peoples that each has a unique identifier. It is also the ability to transfer data over a network without requiring human-to-human or human-to-computer interaction. It promises new ways of objects’ connectivity over Internet, and it changes the lifestyle of devices’ usage, industries infrastructure designing, and researching in the academic environments. With all these hopes, the area of IoT still in infancy, and it needs presenting more ideas on this field in conferences, workshops, seminars, and panels. Parallel to the sessions of the IEC2018, conference organizers are managing a panel on the new trends in IoT field. The panel covers three important poles of IoT, which are communication among objects, academic researchers in developing standers, and Issues on security and privacy. This panel introduces the IoT in these three directions. More information will be there.
