The 8th International Engineering Conference (IEC2022) was hosted between the period 23rd - 24th of February 2022. This year’s conference is titled under the theme “Towards Engineering Innovations and Sustainability” and is jointly co-sponsored by the Faculty of Engineering, Tishk International University (TIU) and Erbil Polytechnic University (EPU) in collaboration with IEEE and IEEE Iraq section as technical partners.
The 8th International Engineering Conference (IEC-2022) is an interdisciplinary forum providing platforms to present new advances and state-of-the-art researches in the fields and sub-domains of Engineering applications. The conference scope included, but not limited, to the following research topics: Construction Engineering, Structural Materials, Structural Engineering, Earthquake Engineering, Sustainable Construction, Composite Materials, Construction Management, Environmental Engineering, Green Buildings, Smart Buildings, Restoration and Rehabilitation of Historical Buildings, Renewable Energy, Hydraulic Engineering, Sustainable Materials and Waste Management, Transportation Engineering, Geo technical Engineering, Surveying and Geomatics Engineering, Highway Engineering, Pavement Engineering, Computer Engineering, Information Technology, Data Science & Big Data, Big Data Analytics, Computer & Information Security, Artificial & Computational Intelligence, Control and Robotics, Communications - Networking & Protocols, Parallel & Distributed Processing, Signal & Multimedia Processing, Biomedical & Health Informatics, Mobile & Smartphone Applications, Cloud Computing, Soft Computing, Data Mining, Business Intelligence, Information Systems, Information Technology, Bioinformatics, Electrical & Electronics Engineering, Robotics -Automation & Control Systems, Embedded Systems, Mechanical Energy, Petroleum & Mining Engineering, Software Engineering & Applications, Green Computing for Sustainable Energy, Mechatronics, Mechanical Engineering & Technology, Power & Energy Engineering, Digital Communication.
The program committee members comprised of 90 members, out of which 85% of them hold Ph.D. in various fields of engineering, relevant to one or more conference topics mentioned above. The Conference adhered to the international conference standards in accordance with the guidelines agreed upon with our IEEE technical partners and in-line with the regulations laid out by Kurdistan ministry of higher education. All paper submissions were double-blind peer-reviewed by at least two program committee members to ensure that submissions conform to certain quality measures. The quality measures include several criteria such as Relevance and Timeliness, Novelty and Originality, Technical Content and Correctness, Quality of Presentation, References used in the paper, Written Language, Reviewer Expertise and Overall Recommendation.
This year, the total number of submitted manuscripts stood at 72 with authors participating from several countries including Oman, China, Saudi Arabia, Iran, Malaysia, Hungary, Mexico and Pakistan. The conference has 6 tracks which include: 1. Computer Engineering and Information Technology, 2. General Engineering and Applications, 3. Digital and wireless Communication, 4. Construction Engineering 5. Environmental and Hydraulic Engineering and 6. Geotechnical and Transportation Engineering. In order to engage more experts in the review and evaluation processes. The Computer Engineering & Information Technology received a total of 23 papers and 15 got accepted. In General Engineering and Applications 8 papers got accepted out of 12. Elsewhere in Digital & Wireless Communication 9 papers were accepted out of 14. Construction Engineering, on the other hand, 9 papers got accepted out of 12. Whereas Environmental and
Hydraulic Engineering 1 were accepted. Lastly, the Geotechnical and Transportation Engineering track 3 papers were accepted out of 7. Some papers were either rejected after the review process or withdrawn due the inability of the paper to pass basic pre-review checks e.g. plagiarism, outside of conference scope and so on.
A total of 45 papers were accepted from all conference tracks out of the 72 submitted papers. In this year’s conference, 62.5% article acceptance rate has been recorded after a thorough and exhaustive reviewing process. The authors of manuscripts exceeding certain plagiarism percentage were notified to adjust their manuscripts or otherwise their submissions are either withdrawn or rejected. Each submitted manuscript was subjected to plagiarism check using iThenticate plagiarism detection software and are only allowed to proceed to review if the plagiarism percentage is below 25%. Compliance with IEEE template format was also checked by our technical program committee (TCP) members. At them end of the review process, papers recommended for acceptance by reviewers but with minor or major reviews were marked as “pre-accepted” and authors of those submissions were given the chance to revise their manuscripts considering the reviewers’ professional feedback. These revised manuscripts were checked and a decision was made by the track chairs and other TCP members if the authors apply the modification recommended by the reviewers and the final decision is made to accept or decline the paper based on the level of compliance. Some other manuscripts were rejected due to low quality and research presentation or withdrawn because they were not within the conference scope.
In this year, the conference had the opportunity to host distinguished keynote speakers at different fields. Firstly, Dr. Amr Ahmed, Associate Professor at the School of Computer Science, University of Nottingham, UK, who gave a keynote speech on the topic “Computing and Digital Technologies in Health”, the second keynote speaker was Dr. Firas Aljanabi, Coordinator of the Global Water and Climate Adaptation Centre in Germany, whose topic was “Water Security and Global Change: Solutions towards Sustainability” and lastly, a keynote speech was given by Dr. Subhi Rafeeq Mohammed Zeebaree, Professor in Computer Engineering at University of Duhok, on the topic entitled “New Hashing Algorithm and an Authentication Technique to Improve IoT Security”.
In other veins, two workshops were organized to stimulate academic engagements and exchange of ideas in frontiers of research.
The first workshop was “international workshop on the Internet of Things (IoT) and modern applications”, which was moderated by: Dr. Assist. Prof. Salar Khudir Hussein. Keynote Speech: Abstract
Dr Ahmed has been the Head of School of Computer Science, University of Nottingham, Malaysia, till late 2021. He is currently an Honorary Associate Professor at the School of Computer Science, University of Nottingham, UK. In 2019, Amr joined the Prestigious “Nottingham Research Leaders” Program. Amr’s research expertise is in the area of Artificial Intelligence (AI) in Vision and Image/video Analysis. Particular major application areas include; Medical and Health-related applications, and Machine Vision in the AgriFood domain. He led various research groups, such as “AI & Data Analysis” (AIDA), “Computing in Health'' (CIH), and “Digital Contents Analysis, Production and Interaction” (DCAPI). A number of his publications were awarded “Best Paper” in various conferences. His team won the AIDA-E International challenge on “Barrett Esophagus classification from CLE endoscopy images”, announced during the IEEE ISBI’16. Before joining the University of Nottingham Malaysia, he held several positions in various UK universities (including Surrey and Lincoln). He also worked in the industry for several years, including in Sharp Labs of Europe (SLE, Oxford, UK). Amr is a member of the British Computer Society (MBCS) and a Fellow of the Higher Education Academy (FHEA), UK. He is also a member of the “Malaysia AI Consortium” and the ASM (Academy Science Malaysia) “AI and Machine Learning” Special Interest Group (SIG) since June 2018.

Keynote Speech: Abstract
Dr. Firas Aljanabi is the coordinator of the Global Water and Climate Adaptation Centre in Germany (ABCD-Centre). He has been working in TU Dresden- Germany as a senior lecturer for many years and has comprehensive experience in project management in the global context.
He has a Ph.D. in water resources management and climate change, a Master's degree in Hydro Science and Engineering focusing on flash floods nowcasting and early warning systems, and a solid background in civil engineering.
During his 19+ years of professional career, he worked at national, regional, and international levels on technical assistance, flood risk management, early warning systems, water, and data scarcity, and capacity building programs. He has contributed to policy formulation, research, program planning, and monitoring and evaluation.
Dr. Aljanabi has strong connections to different international organizations and research institutions and taught diverse hydrology and water resource management lectures.
Throughout his career, he has been working with the World Meteorology Organization (WMO) on Basic Systems in Hydrology and the Climate and Water Department, the Hydrological Cycle Observing System (HYCOS), the Hydrological Forecasting and Water Resources (HFWR), and Basic Systems in Hydrology (BSH) divisions, the Associated Programme on Flood Management (APFM) and Flash Flood Guidance System (FFGS).
In 2019, he served as a hydrological expert on the Study Mission to Mozambique, and in 2020, he delivered training on advanced hydrological and hydraulic modeling for NHS staff in Myanmar.
Based in Germany, he has broad experience in developing countries (mainly the Middle East, Asia, and Africa), including Iraq's water and wastewater infrastructure projects.

Dr. Subhi Rafeeq Mohammed Zeebaree is a Professor in Computer Engineering. He is the Director of Culture and Student Activities Center at Duhok Polytechnic University (DPU). He got his BSc, MSc and PhD Degrees from University of Technology-Baghdad-Iraq at 1990, 1995 and 2006 respectively. He started teaching and supervising post-graduate courses and students (PhD and MSc) since 2007 and until now. More than thirty of his PhD and MSc students completed their studding and got their degrees under his supervision. Now there are number of PhD and MSc students under his supervision. He has joint PhD supervisions with UTM (Malaysia), Firat University (Turkey), and EMU (Cyprus). He was the Chairman of Scientific and Research Advices Committee of DPU for five years. He is a member of IEEE Iraq-section. He was the chair of three international conference sponsored by IEEE institution (ICOASE2018, ICOASE2019 and ICOASE2020) performed by both Duhok Polytechnic University (DPU) and University of Zakho (UoZ).
