Abstract:  The federal system is one of the most widely implemented systems in the world. It was first applied in the United States and after its success there was implemented by several countries until it reached the number of countries that have trained about 25 countries. Iraq has implemented this system under its 2005 constitution It should be said that federalism is based on two aspects: the sharing of power and the sharing of wealth between two levels of government: the government of the Union and the governments of the states or regions. On the one hand, the federal system has two important principles: autonomy and participation in federal authorities, the pillars of autonomy are financial independence, which means that sufficient financial resources must be made available to states or regions in order to carry out the burdens imposed on them.
