Abstract:  The phenomenon of violence and hatred has increased dramatically to become a serious social phenomenon all around the globe, and threaten many societies even the most sophisticated of them. Given its ability to disintegrate and destroy the community and cause disruption in its ascension and advancement, and this phenomenon has raised many questions about the causes its emergence and what are the factors driving its activation and increase, despite the laws and international conventions that dealt with the need to criminalize the discourse of violence and hatred, we find that the means of its containment were not at the level required to combat it, so it became necessary to think in different ways to reach solutions that confront such phenomena by specialists and officials that are responsible with dealing with such phenomena.
