Abstract: The responsibility is considered as one of the important topics of law, and other components and principles of any legal system. Whether it be national or international. It is worth-bearing in mind that this legal system is based on group of legal rules, whether it be national regulating relations among people within the state, or international regulating relations among states, or the remaining subjects of international law, other than states, such as international associations and organizations. It is worth-mentioning also that these rules includes so many rights and duties that each right can meet a certain duty, the breach of which may lead to the responsibility or the sanction . therefore it is the responsibility itself which awards legal rules the obligatory character and efficiency. The responsibility is a legal system imposes a legal sanction on the subjects of international law for the non-performance of their obligations provided for in the public international law. It is also worth-remembering that there are two types of responsibility, the civil and the criminal. And this concept has been realized by the international efforts, which support the legal jurisprudence in establishing the responsibility of the state and making it as a tangible fact. and making the international legal rules as binding rules. And it is to be noted that the rules of the international civil responsibility was stabilized, whereas the international criminal responsibility is still arguable in the international legal jurisprudence, particularly as far as corporate persons are concerned. although the rapid developments in the international community since the second world war increased the concerns with the international criminal responsibility. Finally it should be noted that the subject-matter of the research is restricted to international criminal responsibility of military coalitions for the crimes committed during the military intervention of a state.
