Abstract
The process of legislative reform of the Iraqi parliament must start from addressing the defect in the organic aspect that contributes to the formation of the parliament, as well as the structural structure of the Iraqi parliament should be completed through the formation of the Federation Council, which the constitution considers the second detailed for the legislative authority, so we decided through this research to shed light on The most important gaps and deficiencies in the legal organization of the electoral system and determining the mechanism to address them, whether in the constitution or ordinary legislation, as we reviewed all the electoral laws and focused in particular on the recent electoral law No. (9) for the year 2020 as the current legislative framework for the electoral process for members of the Iraqi Council of Representatives, as we discussed The most important defects and the mechanism of addressing them in the Parties Law No. (36) of 2015, in addition to that, we showed the most important legislative challenges facing the formation of the Federation Council and the proposed hypotheses for its legislation for the purpose of completing the structural aspect of Parliament.
