It was first applied in the United States and after its success there was implemented by several countries until it reached the number of countries that have trained about 25 countries. Iraq has implemented this system under its 2005 constitution It should be said that federalism is based on two aspects: the sharing of power and the sharing of wealth between two levels of government: the government of the Union and the governments of the states or regions.
