Abstract:  Due to the entrance of huge quantities of cars and vehicles to Iraq in general and in the Kurdistan region, especially after the events that took place in the country in 2003 and beyond, where there is no family but it owns a car, two cars or even more. The increase in cars and vehicles has resulted in the rise of incidents, this has occurred to the people and their wealth and they do not know the perpetrator or the way they have committed the incidence. Despite this the authorities are incompetent to arrest the perpetrator and take legal action against him. This situation has caused problems for the victims as they are unable to obtain appropriate, materially and physically, compensation because of the unknown incident as there is no law in the Kurdistan Region of Iraq that covers and shows who is responsible for the compensation of those affected by these unknown incidents. Therefore, the researcher is striving to find a solution to this problem through a statement of the deficiency existing in the enforced laws in the region and to propose the necessary solutions in order to protect those affected by these unknown incidents and this should not be remained without an appropriate compensation.
