Abstract: Multipartyism and deliberation on political power are among the most important principles of modern democratic regimes and are among the most important indicators to describe and measure the extent of their democracy and are currently the most important issues of international concern. And Arab at all levels of intellectual level and at the level of ruling political elites , political parties and civil society as the political parties is component of the democratic system and one of its institutions can not imagine . to imagine that the system and its performance of its intended tasks properly, without the full implementation of political parties and function on the face of the established democratic systems in contemporary life . therefore , the political parties are considered the most important variables of the political system and the form of governance in it , the different members of the society and the different categories in terms of social and economic interests as well as differences related to principles and ideas traditions , religion and social injustice , tyranny of power , monopoly of privileges , lack of respect for interests and interest in the masses are among the factors that contributed to the emergence of political parties.
