Abstract:  The problem of determining the responsibility of the administration in general and the media in particular about the extent of compensating those affected by terrorist acts is a concern for those working in the legal field to find solutions that guarantee fair compensation. The situation arises when it is found that the official may be unknown or that his financial position does not allow for compensation.
The extent of the media’s commitment to preventing and combating terrorism must be defined by identifying the nature of terrorism and terrorist crime and means of combating it, the media, the limits of freedom of journalists and media professionals in opinion and expression, and the rights of their respective duties, as well as the nature of civil responsibility for terrorist damage. Arrange the civil responsibility of the media for the damages of terrorism, the media’s obligation to compensate for the damage of terrorism, the media must be secured against the damage of terrorist acts, and the establishment of the Guarantee Fund to ensure compensation for the damage caused by them.
