Abstract:  Intellectual rights generally constitute the most important foundations for the rise and advancement of countries. This development is characterized by the innovations produced by the members of these societies. These innovations can only be developed and developed through the imposition of some kind of legal protection, and the rights of those who exploit that creativity materially and intellectually. The class of academics is one of the most important groups that have been credited with the growth of intellectual, scientific and cultural production, so it is necessary to examine the extent to which their intellectual rights can be protected as they are administratively and functionally linked to the state and its public institutions..
