Abstract:  Digital rights are an essential and important part of human rights and have received the attention of the international community , Many of the international parties have expressed greater international interest in the recognition and regulation of these rights, the provision of free access to the Internet and the obligation of States to take measures to ensure the requirements for access to digital rights.
