Abstract:  The cooperation of States with the International Criminal Court in the execution of arrest and surrender warrants is a fundamental guarantee for the accountability and punishment of perpetrators of international crimes. This obligation is not limited only to States parties in the Rome Statute, but may extend to other States not parties, in according to procedures including Part 09 of Rome Statute.
In practice, the Court’s reports indicate that many arrest warrants have not been implemented, and this requiring a review of the mechanism of cooperation and judicial assistance established by the Rome Statute in general and the measures to address States’ non-compliance with court requests in particular.
