Abstract: There is no doubt that the spread and illicit trafficking of narcotic drugs and psychotropic substances has reached a frightening level throughout the world and have threatened entire societies, which has given rise to great concern to the entire international community.
In Iraq in particular, we face the most severe attacks in the area of drug use and spread due to the opening of the border to the neighboring countries, the deterioration of the security situation and the spread of organized crime gangs, especially during the occupation period, encouraging the spread of drugs and making it possible to promote them and the rampant corruption in Iraqi society.
Iraq has become the appropriate environment for the presence and spread of drugs, with the weakness of social control institutions such as the family, school and the media and its disobedience in carrying out its basic duties to educate individuals and groups, and most importantly, the weakness of the means of combating drugs in the country.
The international drug cartels have become more powerful, organized and financed, and their activities have spread across countries to continents. Drug crimes have become intercontinental, and have started without borders and without borders. Other dangerous crimes such as money laundering, organized crime, trafficking in human beings and weapons Administrative corruption and others. Drugs have also become one of the most important sources of financing terrorist activities in the world.
Accordingly, the Iraqi legislator issued a new law called the Anti-Narcotics and Psychotropic Substances Law No. 50 of 2017, which included a modern criminal policy in line with the international conventions on drug control to make this law more organized, more comprehensive and wider to include other provisions. And to replace those that no longer conform to the Single Convention on Narcotic Drugs of 1961 to address problems arising from the multiplicity of international drug control conventions, control of their production and regulation of their distribution.
